EAR Comprehensive Plan Review

The Fort Lauderdale City Commission will consider adoption of the Evaluation and Appraisal Report (EAR) of the City’s Comprehensive Plan during their Regular Meeting on Wednesday, February 2, 2016 at 6 p.m. The meeting will take place in the City Commission Chambers on the first floor of City Hall, located at 100 North Andrews Avenue, Fort Lauderdale, Florida 33301.  Fort Lauderdale neighbors are encouraged to review the report and offer input at the meeting.  The report will guide a future participatory process that will start in 2016 to formally update the City’s Comprehensive Plan.

Comprehensive Plan EAR Background:

The City’s Comprehensive Plan provides the blueprint for orderly and sustainable land development over the next decade and beyond. The City will update the Comprehensive Plan in two phases. Phase I includes preparation of the EAR of the City’s current 2008 Comprehensive Plan.  The EAR reviews the Comprehensive Plan and makes recommendations for amending the plan in the second Phase of this process, which will focus on specific goals, objectives and policies.  The EAR places a focus on alignment of the City’s Comprehensive Plan with the City’s vision and strategic goals, and explores the following major topics: 

  • Climate change and resiliency;
  • Sustainability and energy conservation;
  • Housing diversity;
  • Multi-modal transportation and connectivity;
  • Urban design and “sense of place;”
  • Optimizing economic development; and
  • Creating an illustrative, user-friendly format for the Comprehensive Plan update.

In Phase II, the City will update Volume I of Comprehensive Plan, which contains the goals, objectives and policies.  Public participation for Phase II is expected to begin in Summer 2016. The updated Comprehensive Plan will be a pioneering land use plan that will reflect the values of the City of Fort Lauderdale and implement the intents of both the Vision and Strategic plans.  The City’s goal is to provide a current, user-friendly and illustrative document for use by the entire Fort Lauderdale community.
 

Comprehensive Plan EAR Presentations to Date:

On February 11, 2015, Fort Lauderdale kicked off the Comprehensive Plan EAR with a public workshop at Mills Pond Park.  Participants contributed to a discussion about major topics for the Comprehensive Plan’s future update.  Feedback was also provided via a questionnaire, which was available on the City’s website.  

City staff and the consultant team provided an update to the City Commission during the Conference Meetings on August 18, 2015. 

The consultant also presented preliminary EAR recommendations to the Council of Fort Lauderdale Civic Associations on September 8, 2015.  The presentation material provided at the Council of Fort Lauderdale Civic Associations can also be found on the City’s website. 

The Planning and Zoning Board reviewed the Evaluation and Appraisal Report at their meeting on November 18, 2015, and recommended the City Commission approve the EAR. 

Together all of  these efforts helped to better inform the evaluation of the Comprehensive Plan.
